The goal of the game design in SuperHero Tactics is to constantly provide the player with a multitude of impactful choices. Send your best fighter to California for the week or have him protect your best investigator on a dangerous case?
It is my belief that in order to be most effective at providing those impactful choices, the environment itself must be as interactive as possible. Because we are looking at things from such a large scale, having many different cities where things can happen is particularly important. Will the terrorist strike Denver or Miami, and why did they select one city over the other? Many times in games, these choices would be so unimportant the developers would simply make them random, not here.
